    In 2011, Congress banned earmarks, the practice of lawmakers using political influence to secure funding for local infrastructure projects, epitomized by Alaska's infamous “bridge to nowhere.”

    An APM Reports investigation has found that a federal transportation grant program is being used much like earmarks once were: The money is often awarded based more on political influence than on merit. The grant program – known as BUILD (Better Utilizing Investments to Leverage Development) under President Trump but previously known as TIGER (Transportation Investment Generating Economic Recovery) under President Obama – was designed as a way for communities to compete fairly for transportation funds. But APM Reports found that the Transportation Department has steered nearly every grant to presidential swing states or to areas represented by members of Congress with influence over transportation funding or who were in competitive elections. APM Reports compiled this database of all the projects that received federal funds since 2009 and the political influence behind the awards.
